Personal Electronic Device Guidelines
Power Down to Power Up
Beginning this school year, a new state law limits the use of personal electronic devices (PEDs) during the school day. Norman Public Schools has adopted Policy 4014 to support this requirement and to help create more focused, connected learning environments.
When Can Students Use Personal Devices?
Students are not allowed to use personal electronic devices during the school day — from the first bell to the dismissal bell. This includes passing periods, lunch, and recess. Devices should be turned off and stored out of sight during this time.
The policy does not apply to buses or transportation before or after school.
What Counts as a Personal Electronic Device?
A personal electronic device (PED) is any privately owned item that can connect to the internet, a cellular network, or another similar device. This includes:
Cell phones
Smartwatches
Smart headphones
Tablets
Laptops
Smart glasses
This policy does not include school-issued or school-approved devices used for classroom instruction.
Are There Any Exceptions?
Yes, there are a few important exceptions:
Emergency Situations
Students may use a personal device in emergencies such as:
Medical emergencies (e.g., asthma attacks, seizures, allergic reactions)
Natural disasters or lockdowns
Urgent communication with law enforcement or family
Health Monitoring
Students may use a device to monitor health conditions if it's clearly documented in a medical plan.
Assistive Technology
Students with special needs may use devices during the school day if it is required by an IEP, 504 Plan, or Medical Plan as assistive technology. This use must be outlined as a necessary accommodation for communication or instruction.
What Happens if a Student Uses a Device Without Permission?
Students who use personal devices during the school day without an approved reason will be subject to disciplinary action in line with the student code of conduct. Please see additional details below related to violations and consequences.
