Norman Public Schools is proud to recognize a major achievement at its Early Learning Center (ELC). Under the leadership of Becca Waggoner and Shelby Weddle, the ELC preschool program has earned a 4-Star rating.

This distinction reflects an exceptional commitment to early childhood education and places the program among the top-tier learning environments in the state.

Earning a 4-Star rating is a rigorous and comprehensive process. Programs must meet and exceed extensive criteria across multiple areas, including administrative leadership, instructional quality, family engagement, and staff development. Requirements include maintaining highly qualified instructional leadership, implementing individualized lesson planning tailored to each child’s needs and interests, providing structured and enriching learning environments, and offering consistent opportunities for family involvement and partnership.

Additionally, programs must demonstrate ongoing professional development, enhanced programming such as enrichment activities and wellness opportunities, and a strong system for assessing and supporting child development. The standards are intentionally high, making this achievement both rare and significant.

Becca and Shelby have led this work with a clear focus on the importance of early childhood education, advocating daily for the developmental, social, and emotional needs of young learners. Their leadership has cultivated a program where students are supported, families are engaged, and staff are empowered to deliver high-quality instruction.

The Week of the Young Child is a national celebration that highlights the importance of high-quality early learning experiences for children and families. This recognition of the ELC serves as a timely reminder of the critical role early childhood educators play in shaping future success.
